If you are an interstate motor carrier, you are required to register for the UCR (Unified Carrier Registration). The UCR is open, and you can register at the following link displayed below. If you have already registered, please disregard this notice. We can verify and help you register. Enforcement begins January 1, 2023. Please remember there is an annual renewal for all interstate motor carriers so please take a moment to verify if you are current for the calendar year 2023.

Pre-employment Investigations for Drug and Alcohol Program Violations
Beginning January 6, 2023, a pre-employment Clearinghouse query will satisfy the requirement to investigate a prospective driver’s previous drug and alcohol program violations, as set forth in 49 CFR 391.23(e)(4) and 382.413(b).
What does this mean?
Up to January 6th, 2023, any new driver will have to be investigated manually and electronically in regard to drug and alcohol history and violations, which is what we have been currently doing. After that date, we must perform the electronic pre-employment Clearinghouse query and must have the driver ok or accept the pre-employment query PRIOR to being utilized, as well as having the results of the DOT pre-employment drug screen results. There still must be employment checks regarding the driver’s employment history.
This additional step is done for all CDL drivers that will be driving a vehicle for you which requires a CDL license. This requirement is not applicable to drivers who do not have a Commercial Driver’s License (CDL).
In order to help achieve compliance, I can run an MVR and the pre-employment query prior to being utilized, but I will need a consent release completed by the driver.
